Rossi E. Wiles serves as Deputy General Counsel for Innovation and Research at West Virginia University. As a Deputy General Counsel, Rossi focuses primarily on: business transactions; construction; bond and traditional financing transactions; complex commercial and public-private transaction engagements; state procurement; federal, state, and industry research; and innovation engagements.
Prior to joining WVU, Rossi
served as Vice President of Finance and Accounting for various business
entities in the coal mining, farming, timbering and insurance industries for
approximately six years. During this
period, Rossi achieved his Certified Public Accountant accreditation through
the West Virginia Board of Accountancy. Rossi
began his legal career in 2004, as an associate at Steptoe & Johnson, PLLC,
located in Morgantown, WV focusing his practice in areas of taxation, trust and
estate administration and planning, real estate, and business formation. Before joining the Office of General Counsel
in 2008, Rossi served WVU for 4 years as Associate Director of Contracting for
the Department of Purchasing, Contracts, and Payment Services.
A native of Masontown, West Virginia, Rossi received his Juris Doctorate from WVU College of Law in 2004 where he graduated Order of Coif and his undergraduate degree in Accounting from the University of South Carolina, 1993.
