As a Senior Managing Attorney at West Virginia University, Harry P. Montoro primarily focuses on responding to or providing legal advice related to records requests to include subpoenas, Freedom of Information Act requests, and requests for student and personnel records. He also provides legal services in the areas of athletic contracts, children on campus activities (such as 4-H and the Boy Scouts of America), WVU Extension, and Global Affairs.
Prior to joining WVU, Harry served as Assistant Prosecuting Attorney for Doddridge County, West Virginia. In this capacity, he served as the Doddridge County Commission’s attorney while also prosecuting juvenile cases, and child abuse and neglect cases. Before serving the State of West Virginia, he was a solo practitioner in the Law Offices of Harry P. Montoro and regularly practiced in the Circuit, Family, Magistrate, and Municipal Courts throughout the state. He also argued in front of the West Virginia Supreme Court of Appeals.
Harry is an Eagle
Scout and a distinguished graduate of the Virginia Military Institute. He
received his Juris Doctorate from the West Virginia University College of Law
and was a member of the Student Bar Association Ethics Council. Following
law school and while in private practice, he was elected President of the
Monongalia County Bar Association and to the Board of Directors for Legal Aid
of West Virginia.
