Harry P. Montoro serves as Senior Associate General Counsel at West Virginia University. As a Senior Associate General Counsel, Harry primarily focuses on Freedom of Information Act requests, immigration issues, ADA accessibility compliance, and contracts.
Prior to joining WVU in 2013, Harry served as Assistant Prosecuting Attorney for Doddridge County, West Virginia. In this capacity, he served as the Doddridge County Commission’s attorney and prosecuted juvenile and child abuse and neglect cases. Prior to his service for the State of West Virginia, he was a solo practitioner in the Law Offices of Harry P. Montoro and regularly practiced in the Circuit, Family, Magistrate, and Municipal Courts throughout the state. In addition, he has argued in front of the West Virginia Supreme Court of Appeals.
Harry is a distinguished graduate of the Virginia Military Institute and served as Cadet Defense Counsel his 1st class year. He received his Juris Doctorate from the West Virginia University College of Law and was a member of the Student Bar Association Ethics Council. Following law school and while in private practice, he was elected President of the Monongalia County Bar Association and to the Board of Directors for Legal Aid of West Virginia.
