Mark A. Imbrogno serves as Senior Associate General Counsel at West Virginia University. As a Senior Associate General Counsel, Mark primarily focuses on business transactions, research compliance, healthcare, and legislation.
Prior to joining WVU in 2016, he served as Deputy General Counsel to Governor Earl Ray Tomblin in the Office of the Governor of the State of West Virginia. In addition to advising the governor and his staff on a variety of legal matters, Mark served as the governor’s designee as Chairman on several boards, including the West Virginia Water Development Authority, the West Virginia Infrastructure and Jobs Development Council and the West Virginia Investment Management Board.
Mark was formerly an associate at Jackson Kelly, PLLC, practicing in the Commercial Law Practice Group and the Health Care and Finance Practice Group and focusing his practice in the areas of public and private finance, corporate matters and governmental agency representation.
During the 2012 and 2013 West Virginia Legislative Sessions, Mark served as counsel to the Senate Finance Committee and the Senate Economic Development Committee. During the 2012 and 2013 Legislative Interims, he served as counsel to the Joint Commission on Economic Development and the Select Committee on Infrastructure.
Mark received his Juris Doctor from the University of Louisville Brandeis School of Law in 2011 where he graduated summa cum laude. While attending law school, he served as Senior Articles Editor for the University of Louisville Law Review. While on law review, Mark had an article published entitled “Pipedream To Pipeline: Ownership of Kentucky’s Subterranean Pore Space For Use in Carbon Capture and Sequestration.” He graduated from the University of Kentucky with a Bachelor of Arts in business administration in 2002.
